The .config directory should already exist, but is a hidden folder. You can toggle the visibility of hidden folders using the Hidden Folders menu item, or hitting Alt+. (as in Alt+period). Alternatively, you can manually type in the path by clicking on the path bar and typing it in. (plasmashellrc should be a plain-text file in the .config directory)
