Running KDE Plasma 5.18.4.
When I double click on a window, it does not maximize. It appears as if it does not recognize the double click. It appears as if it is moving the window. Alt-F2 -> Mouse does not have anything for double click.

Works flawlessly for me. Did you really click on the Window title?
Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ... |

I had exactly the same problem in Kubuntu 20.04, Plasma 5.18.5 (I mean
: that is the cross sign that appears when long clicking to move the window appeared). Of course, under Settings, Windows management, Titlebar actions "Double click" was set to Maximize. Fixed it like this: In Settings, Windows management, Titlebar actions, I have set Left click to "Do nothing" for both active and inactive, and then restarted kwin and plasma. Then, changed back the settings to Left click: Raise for active and Activate and raise for inactive. |
