kde time/clock is 1 hour ahead

Hi, I'm new to kde plasma i have recently made a switch from xfce4 to kde plasma and i have noticed that my clock is 1 hour ahead even tho i set the correct timezone in settings

it is showing the time to be 22:49 while it's 21:49 (For Americans here: 10:49 PM while it's 9:49 PM).
It would be fine with 22:49 if it was to be summer but it's winter right now so we have to follow winter time and set out clocks 1 hour backwards, all the other online clock services will show the time as 21:49 such as TV stations, radio stations, mobile phones etc.
I don't know if posting to this forum is the right decision for this question but i think that this time is managed by kde team.

Which exact time Zone is Belgrade supposed to be, UTC+1 or UTC+2? AFAICS it is in the same timezone as Berlin, which is UTC+1


Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...
