Please also specify your exact Plasma version Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11 FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...

I'm using Debian 11 Bookworm, KDE Plasma 5.20.5, Linux Kernel 5.13.7 @ AMD Ryzen Threadripper Pro 3955WX, AMD Radeon Pro WX7100 thdr, proud use linux since 0.9 … KDE since last century

AFAIK since Plasma 5.22 the widget position should be locked by default, where previously you had to lock the widgets actively. I have tried a few times and there was no rearrangement of the widgets on my screen after three reboots. (laptop with one external monitor, default activity).
