Hm, probably a terminology issue, what "miniprograms" are you talking about?
Please also specify your exact Plasma version

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...

Dear Mamarok,
when I press the third button, then a window pops up where a menupoint given in german »Miniprogramme hinzufügen« Key Alt+D,A … so I guessed they are called miniprograms in english.

I'm using Debian 11 Bookworm, KDE Plasma 5.20.5, Linux Kernel 5.13.7 @ AMD Ryzen Threadripper Pro 3955WX, AMD Radeon Pro WX7100

Ah you mean widgets, didn't know this was the German translation of it.

AFAIK since Plasma 5.22 the widget position should be locked by default, where previously you had to lock the widgets actively. I have tried a few times and there was no rearrangement of the widgets on my screen after three reboots. (laptop with one external monitor, default activity).
