Screen tearing with Kubuntu 20.04.3 when scrolling

I have screen tearing when scrolling in portrait mode. I'm using Intel UHD Graphics 630. My system info (fresh install):
Operating System: Kubuntu 20.04
KDE Plasma Version: 5.18.5
KDE Frameworks Version: 5.68.0
Qt Version: 5.12.8
Kernel Version: 5.11.0-36-generic
OS Type: 64-bit
Processors: 6 × Intel® Core™ i5-9600K CPU @ 3.70GHz
Memory: 31.2 GiB of RAM

I tried placing
Section "Device"
Identifier "Intel Graphics"
Driver "Intel"
Option "AccelMethod" "sna"
Option "TearFree" "True"
Option "Tiling" "True"
Option "SwapbuffersWait" "True"
EndSection

in /etc/X11/xorg.conf.d/20-intel.conf, but it stripped my desktop of all panels.
Compositor -> Tearing prevention is set to Automatic. I would appreciate any clues.
