Removable devices in settings used to show every device attached, but now it's empty for me on the latest Plasma. Was this changed on purpose or am I running into some kind of bug?

Here's what it looks like in Plasma 5.24

What are you seeing now?
Mine looks exactly the same as your image, on Plasma 5.27 outside of my use of different settings.
All of my drives are seen, plus NFS shares I added to my fstab. The Misc is my second drive. My main drive partitions are not shown as expected, as they are my / and /home volumes.

I am so confused. It was empty when I made this thread, I fiddled around with it for a bit, I ticked the automount on attach check box under All Known Devices and have since rebooted. Now everything appears normally.

Here's how it appeared originally: https://files.catbox.moe/5ii6ht.png

Now it's like how I want: https://files.catbox.moe/g4kx6f.png
