When I open a new application (say Okular) the window opens and the title bar is positioned at the very top of the screen. The windows cannot be moved. It cannot be resized in any direction.
When I pick up the title bar with my mouse I move my mouse downwards over a distance of the height of 2 title bars. Then the window breaks loose from the screen top and I can move an resize it as desired. Note that while dragging, the window does not move. Only my mouse moves. Once the mouse moved over that distance the window breaks loose and follows the mouse. But I can not move the window back to the to top of the sceen. Movements stops at appr 0.5 height of the title bar. However, sometimes it does snap again at the screen top and the window becomes immutable. I tried for a long time but I cannot find out how to reproduce it to let the window stick again. Once it is stuck and immutable I can move it again by I don't know if this is a bug or a feature. I have windows (mostly firefox) off screen everyday and this works most of the time. Did you create any rules? There are windows that I have forced into positions in the upper left corner of the screen on my laptops and external monitor.
