Is Plasma Mobile, the x86-base, based on Ubuntu Touch or a desktop Linux? What packaging system is it using, RPM or Deb?

Want to try it on a 8" Intel Baytrail tablet I have, looking for alternative to Windows 10, which I want to get away from.
