KDE neon / Kubuntu locale bug

Hello everyone!
I just wanted to report a bug I found, I'm not a developer so I have no idea how to fix it but I hope others will.
In KDE neon / Kubuntu when I make changes through System Settings -> Regional Settings -> Formats, some changes don't take place after even if I log out or reboot.
I have to manually edit /etc/default/locale using a text editor.

I hope this will be fixed in the future.

Its not a bug....
This means that you change settings without root access, so your changes cannot be made permanent. Is ksudo/gksudo installed and configured correctly?

Yes, they are configured correctly.
When I apply the changes the time changes to US, but the login screen is still on the old locale.
