How do we fix the last position of a window on the screen?

Please describe the problem in more detail, ideally without referencing other systems' implementations. I don't know what Windows does, or even what functionality you are referring to. The more detail you provide the easier it will be for us to help you.

Do you want it to remember the application window's last position when closing the window and use that when reopening the window? Do you want it to remember where all of the open windows were when you log out and log back in? Do you want it to prevent the window from moving?

A couple of things you can check out are System Settings -> Window Management -> Window Behavior -> Advanced, where there is a drop-down for selecting how new windows are placed on the screen; and Window Management -> Window Rules, where you can configure additional rules for how application windows should be managed.
