Only KIO slave I know to provide UPnP support is kio-upnp-ms but it seems to be unmaintained. Are there any plans to provide kdelib support for the UPnP protocol in a form of KIO slave?

At this time, I am not aware of any such plans - UPnP is fairly difficult to support in KDE due to the nature of the libraries and tools which are currently available to work with UPnP capable devices.
