Why do kde versions use a different path for app configs?

Hi,

I just got the Root Actions Service Menu for Dolphin in KDE 5 working again. The solution was quite simple: it was installed to "~/.kde4/share/kde4/services/ServiceMenus" and I had to move it to "~/.local/share/kservices5/ServiceMenus".

Now I have a question: isn't it a huge compatibility breaker to change the directory structure in every kde release? I mean, as soon as kde 6 is out, the path will surely be different from "...kservices5...". Thus plug-ins that depend on this structure won't work anymore although they could. Just like the Root Actions Service Menu.

Why isn't the "ServiceMenus" directory a sub directory of "~/.dolphin"?
