If the new features require new repositories, it is probably best to start outside of the KDE infrastructure (Plasma addons in the KDE store, everything else in github/gitlab etc.).

If they can be added to existing repositories, you can add your patch to https://phabricator.kde.org/differential/diff/create/

I suggest to start with simple patches to get a feeling for the workflow.
