Kleopatra - Creating Keys Permissions Denied

I'm in the process of transitioning from GPA (GNU Privacy Assistant)
to Kleopatra and was able to do the installation successfully.

However, when I tried to create my first OpenPGP key, I got a
permission denied pop up.

"The creation of a new OpenPGP certificate failed.
Error: /Permission denied/"

Windows Server 2019
I am part of the local administrators group on the server.


Also, more importantly, I would like the ability to centralize the
keyring on my server, so anyone can access the application and see the centralized
keys when they log into the application. I want make we don't have multiple keys rings

Any help is much appreciated.
