I want to get text from screen (like Babylon). Is there any thing to be helpful in KDE developement. Any api or library?

KDE has an application, ktts which is responsible for screen reading from applications. No idea how it works though, you may wish to ask its maintainer, jpwhiting on #kde-devel on Freenode.
