Couldn't find if the Neon has at least preliminary roadmap/release plan. Does it exist ? Could you point me to the right place or share it here, please?

I was looking for this too. Unfortunatly there' no schedule at the moment. Jonathan wrote in a comment at his blog "No timescale I’m afraid, it’ll be ready when it’s ready".

Hopefully it will be close to 16.04 release.
