Russian Localization

Hi all! Have a question about russian language in KDE Plasma 5 (latest version). In Kubuntu localization almost full... but in Kde Neon - 20% in english. Somebody told me, that at this moment developers wants to change localization method to another one, that will have no problem with KDE Plasma future update... is that true? If so, when we can try this "system"?
