Question about "plasma-framework-dbg" package.

Recently something crashed on me and i needed this package in order to provide a "good enough" backtrace in the bug report. To my surprise i could not be able to install it since it depends on libkf5plasma5 (= 5.18.0-0ubuntu1), libkf5plasmaquick5 (= 5.18.0-0ubuntu1) and i have (5.25.0+p16.04+git20160904.0222-0) installed.

I downgrade the packages and installed plasma-framework-dbg. My system was working fine until i rebooted, then sddm screen was all white, running "startx" from another vt starts the desktop but i only get a black background, yakuake and my mouse cursor, so by downgrading those libs i really mess up my desktop.

So my question is: is this a neon issue or an ubuntu package issue?
