Localization not working for initial login screen

I have set system-wide localization for my preferred language/country. When I boot to the initial login screen it shows the localization settings (language/time preferences/etc) of the country I'm currently in instead of the settings I selected. After logging in, I will use the "lock screen" function while AFK, and I am presented with my selected localization. Is this an intentional setting or is it a bug? Hopefully I'm not the only one having this issue?
