Question about applying a Launchpad bug fix on KDE neon

A while back, I discovered a bug in Gimp on regular Ubuntu 16.04. I submitted a bug report to Launchpad and eventually a fix was released. You can see the bug report here:

By the time the bug fix was released, I had moved on to Ubuntu 16.10 and I applied the fix for that version and everything was fine. The maintainer asked if someone would check the 16.04 release so that the fix could be committed, but I don't believe anyone ever did.

So fast-forward a few months and I'm now trying out kde neon, which is based on 16.04, and unfortunately the bug is back.

I'm not a developer and have little experience with bug reports/bug fixes but usually I can follow instructions just fine. However, the fix instructions (as detailed in Comment 13 at the Launchpad link above) requires you to 'EnableProposed' with the Ubuntu repositories. I'm very new to KDE and not sure where to find this. Is this option even available within KDE neon?

Does anyone have any suggestions on what I should do to apply this fix. I've only been using KDE for about a week and it's quite possible I'm overlooking something obvious!
