Temporary issues with repositories sometimes happen. In this case two events happened, as described in this blog post here and in the comments:
http://blog.bshah.in/2017/08/04/neon-ci-was-down/ In general, when something like this happen, asking on more direct channels (IRC) can help. And in the worst case, just wait 24 hours; if it was a temporary glitch, it could be solved by that time.

1) Such news don't belong only in some obscure, undetectable blogs. They belong as announcement with date and time on the top of this forum. 2) I don't like to discuss public problems 'in private'. I know: Such repository problems can happen. But since Ubuntu overwrote some KDE Neon packages lately ('base-files' for example: One of only 25 "Essential" packages among over 50000 $ apt-cache stats Total package names: 73093 (1,462 k) Total package structures: 112347 (4,943 k) Normal packages: 83346 ) …well, since this happened, it's not a normal situation. These things never happen in other distributions. I would never expect a steam package from Valve to overwite OS-Core packages, for example. This is no normal simply-wait-24-hours situation. |

The situation in the blog post described what happened the day after.
An IRC channel is a public channel. Also, I'm not sure what is the problem with base-files and the situation described in this thread, and finally, Neon is not a distribution, but a repository on top of a distribution.

Why should it not have a modified base-files? i.e. :have the system announce and define itself as Neon as opposed to Ubuntu? I believe they have to do so as they are not an official Ubuntu variant: https://wiki.ubuntu.com/DerivativeDistr ... sb-release for example. This is all done in files found in base-files, just as Ubuntu modifies it from Debian.
