network-manager-l2tp isn't an official package with Ubuntu 16.04 LTS (xenial), but is with Ubuntu 17.10 and later.

So you will need to install it from the PPA repository, i.e :

sudo add-apt-repository ppa:nm-l2tp/network-manager-l2tp
sudo apt-get update
sudo apt-get install network-manager-l2tp
