Well, when I execute the repositories with: 'apt update', this is slow.
In Manjaro I execute only: 'sudo pacman-mirrors -g' and automatically chooses the best mirror but in Kde Neon I dont know

If you add the package:

software-properties-kde

This will add an option in the Plasma-Discover software centre to let you control the 'mirror' options.
