The GTK Spinner Widget needs the adwaita icon theme to render its animation. There is a "Dummy" empty adwaita package with nothing in it that KDE use in KDE Neon. if you install the Full adwaita icon theme the KDE Update Manager tells you that you need to Upgrade to the "Dummy" package that is empty. its pretty annoying. KDE should fix this issue
