Window/font randomly resizing

E.g. I could be playing KPatience... and the window annoyingly decides to resize itself
E.g. I could be browsing the web... and the web contents randomly resizes the page
The resizing can go either way... and whatever way I decide to go to compensate an action, usually some further resizing parameters kick in again
Most solutions I've seen seem to target configs within Firefox but they don't work for me
Even Dolphin jumps to larger icon sizes at times... as has this post while previewing it
My machine summary:

Frameworks: 5.46.0
        Qt: 5.10.0
Where should I be looking ?

RESOLVED
Since switching over to Kubuntu... this phenomenon has yet to manifest

A lot has changed since Neon 5.12, we have reached 5.17.2 now, so you could come back and take another look.

was considering that...
(pity the next LTS is only next year)

EDIT
re the neon-user-20191107-1116.iso
had a look-play-around with a live-usb
seems to have resolved those issues (listed above)
however noted that there was no multimedia phonon backend tab (under system settings)
tried installing a gstreamer phonon backend to see if something would change
how does one see-change the phonon backend?

EDIT2
don't know if this is a Bionic-LTS-related problem
but there are one too many unmet dependencies when attempting an install
another reason to stay away awhile...
