The Bionic version is not complete yet, and people are working on it:

I know, Tosky. My point: they should terminate xenial and use the resources invested into xenial for bionic (manpower, time, infrastructure ... whatever).

If it were possible, it would have happened already. You need one official release of the new version before throwing the old one.

Before we get too hung up over "when" or "they should do this and that" it is all clearly stated on the FAQ page for KDE neon.

I read the "more resource on Bionic" as "more resources on the Bionic-based *Neon*, so I'm not sure if that highlighted item of the FAQ is really related to this.

KDE neon is unusual because the developers have called it a "non-distro distro". It is a stable lts base and cutting edge desktop and KDE applications. The 16.04 Xenial base will be supported until 2021 so there is no reason to rush to develop for a "newer" base. The hwe kernels make it a very secure and usable base on which to have a cutting edge KDE Plasma desktop and apps. While I would also like to see a version based on 18.04 Bionic LTS there is no good reason to drop resources from the main/Xenial base, that has far more users, and dedicate those resources to a "new" version.
I quote from the FAQ again: "Is it a distro? Not quite, it's a package archive with the latest KDE software on top of a stable base. While we have installable images, unlike full Linux distributions we're only interested in KDE software. Is it a rolling distro? Not quite, it's a package archive with the latest KDE software on top of a stable base. Unlike rolling distros only the KDE software will be updated continuously." It seems to me to be clear what the intentions of the KDE neon development team were and are going forward. |

They shouldn't just drop support for the older version just because there's a newer one out.
Sure they may want to limit that support to bug/security fixes so they can focus most of their attention on getting it working on the new LTS (which they may well already be doing), but they shouldn't leave users in the dust just because they're slow to upgrade. I would hope to see the next few plasma releases after the Bionic version is declared Stable to be ported over to the Xenial version so that those users on Xenial can continue to enjoy getting the new versions as they have been for a couple years before support on that version is strictly reduced to bug/security fixes.
