Just in case anyone else runs into this problem, I installed KDE Neon 18.04 tonight and I ran in to an issue where the Wallpaper settings would not load in desktop configuration, I received the following error:

error: could not load file:///usr/share/plasma/shells/org.kde.plasma.desktop/contents/configuration/ConfigurationContainmentApperrance.qml:158 ShellPrivate.WallpaperPlugin is not a type

I opened the file and commented out the offending lines:

Brought up the desktop configuration again to see how the error would change and found that the Wallpaper settings were now available.
