kuiserver - KDialog -Error or Bug?

I'm newish to linux brand new to kde my system,
Operating System: KDE neon 5.14
KDE Plasma Version: 5.14.2
Qt Version: 5.11.2
KDE Frameworks Version: 5.51.0
Kernel Version: 4.15.0-38-generic
OS Type: 64-bit
Processors: 8 × AMD FX(tm)-8350 Eight-Core Processor
GPU is a nvidia 980 410.xx drivers
its on a duel boot with windows 10 home

i have this error pop up every boot (after logging in) since after i had a black screen mouse problem i fixed.

kuiserver - KDialog
Configuration file "/home/blackstar/.kde/share/config/kuiserverrc" not writable.
Please contact your system administrator.

i go to change permissions in terminal file's not found go to change it at the location right as i am logging in an the files not there the main folder is under my permission but not this file. Any help would be appreciated. if this has been posted before I'll gladly remove it i could not find it in search.

Whatever you did to fix your mouse problem, you broke your user profile (or even the system) in the process.

.kde/share/config/kuiserverrc
is a path which means nothing in a Plasma 5 system, it's a Plasma 4/kdelibs4 path that should not be touched by anything, most certainly not written to.

I see well that's a bit of a bummer, but good to know.
