Hi,
I have been using Neon perfectly for a few weeks now. All was working just fine, including aMule. After the latest Neon update, aMule stopped working. Seems the application is launched, and a window is about to show up, and then it disappears. Is there a log file where can bee seen what's going on? Try starting it from a terminal (Konsole). You may be able to see an error message there.
Currently running KDE Neon 5.22.5 and 5.19.4 (with Windows 10 in a VM); migrated from Linux Mint 17.3
