Add xserver-xorg-video-intel (modesetting does not work)

Why developers do not add xserver-xorg-video-intel to KDE NEON?
This will prevent black screen errors in the installation, due to the lack of video drives.

The problem now is that on a fresh install, without the Intel driver, I'm just stuck on a black screen, & can't get to the gui to turn on WiFi to be able to install the xserver-xorg-video-intel package. So for me & probably others it makes Neon unusable.

On my system which is a default installation from 09/29/2018 xserver-xorg had already been installed during the installation, so how did that happen?

Because the Intel Driver was still included then on the iso. Apparently now it's not. So when I've installed from the 24.1.19 iso, I just boot to a black screen, & because I can't get to the Desktop, I cannot enable my Network, to download the Driver.
Although I use the i915 intel chip, which Modesetting should work with, apparently it doesn't.

So I would appreciate any ideas of how I can now get to the Desktop on a clean install, now that Intel Video Driver has been removed :'(

@waynes,
I don't know if this will work for your situation or not, but I did a fresh install with "Antergos KDE" on my laptop with "Intel driver", and have had very good luck with it, and without any issues. You just need to do a minor tweak after installation, which I'll be glad to share with you.

Installing any other Distro is not an issue. I just prefer Neon's minimalistic approach. I also don't know of any other Distro which has removed the Intel Video Driver.
I do dual boot with Xubuntu, so it's not an immediate issue. I will hold on for now & see if I can work through the issue.
If all else fails I do have an fsarchive of Neon's LTS edition, which I can quickly restore. However I wanted to be on the user edition.

Actually, I need to apologize. I have made a mistake here.
I have just checked my Neon LTS install, & it does indeed have the video-intel-native-modesetting driver installed, & not the video-intel driver, & it boots & runs fine.
So to narrow it down, the iso I'm having problems with, I downloaded from here, using zsync.

The 24th January 2019 iso.
Checksums match ok. I have burned the iso to usb using both mkusb & usb-creator-kde.
Both times installs went as expected, but both only rebooted to a black screen.
Unless anyone else has any ideas, I can only assume that said iso is faulty.
