Problem solved itself, for now.

Was probably "repository-server"-related.

I'm seeing something similar when updating with apt:
: The repository 'http://archive.neon.kde.org/user bionic Release' no longer has a Release file.
N: Updating from such a repository can't be done securely, and is therefore disabled by default.
N: See apt-secure(8) manpage for repository creation and user configuration details.

Pasting the URL "http://archive.neon.kde.org/user" into a browser triggers a redirect to "https://origin.archive.neon.kde.org/user/" which doesn't load.

Perhaps the repositories are in the middle of transitioning to secure URLs? I've seen no announcements of anything like that.

Update: Something's going on - those URLs keep going up/down and the directory contents keep changing. Am also getting "Gateway time-out" for the http URL periodically. Clearly someone is in the middle of something - hopefully it will resolve itself soon.

Noticed this today on KDE Neon; when opened Discover first it showed some error message and now I see 9 new updates but the update button is grayed out.
When I try to sudo apt update it says:

Edit:
tried again and it said

404 Not Found [IP: 185.76.9.27 80]
instead of the Gateway Time-out.

Then I tried third time and it worked apparently normally via apt(Discover update button was still grayed out).

EDIT 2:
Well now after that small update and couple of reboots Discover is stuck at fetching/searching for updates.
If I do sudo apt update it says everything is up to date:

Journald-log shows some NXDOMAIN error while Discover is trying to do something:

That might be something specific to my local area?
Because, for a few days I haven't been able to log into War Thunder game, not in Win10 or in KDE Neon (already saved login works on win7 machine tho). KDE Neon log shows the same NXDOMAIN error when trying to do that.

If I close Discover window and open it again there is every time appended to journald log:

Also since my last update (yesterday) I'm not able to start Dolphin anymore. I got this message:

The "Release" file exists.

But the connection-establishment is
super-ultra-slow.

Several minutes. Firefox gives timeout.
