Just wondering when kde neon will integrate all modifications included on ubuntu 18.04.2 LTS. Any timeline for it?

You are already at 18.04.2 in terms of software. generally speaking.
If you mean getting newer kernels, etc, via the HWE, it seems that Neon, like Ubuntu, is not forcing this upon users, at least not at the moment. This would not be a desired action for all situations.

However, if you want this, it is very easy to do.
