Will the apps in Neon get updated to 19.04 or will I have to use snap packages?

As Neon is Ubuntu 18.04 LTS, your non- Plasma software will be whatever is available there, so if you want or need something newer, you can use PPAs, snaps, appimages, flatpaks, or packages provided by the app's developers.

Are KDE apps , is that considered plasma software. I thought Neon kept the KDE stuff more up to date than Ubuntu and Kubuntu. Are you saying that Kubuntu and Ubuntu use the exact same repositories and the only difference in Neon is the default apps installed when installing the OS. I don't know if Neon has same repoitories in etc/apt/sources.list as Ubuntu 18.04? The official word is for other distros than Ubuntu 19.04 have to use snaps for new KDE 19.04 apps. I thought Neon might be an exception because didn't the KDE people develop it? I guess I'll have to figure out the version of somthing like Dolphin I am running and or check out the new features of it to see if matches the the latest one in 19.04 KDE apps. Anyway there was a huge update today in Neon just today.?

See FRQ https://neon.kde.org/faq it states that NEON is like a rolling release distro for QT KDE apps, but I don't know if they go so far as including the newly released KDE 19.04 stuff. I kinda asumed they did from the FRQ, but wasn't sure.

OK SOLVED
1. You can now choose which split view pane to close when clicking the 'Close split' button.
2. When you open a folder in a new tab, the new tab will now be placed immediately to the right of the current one, instead of always at the end of the tab bar.
Which my Dolphin File Manger now dose so according to this:

I. and 2. are upgrade in KDE Applications 19.04 Dolphin File Manager.

As I said, it is the non-plasma stuff that Neon does not update. They do update the Applications, Plasma, and Frameworks, as well as Qt. Not all KDE programs are included in "Applications", but most are, and even many that are not are in Neon's repos. Applications 19.04 is already in Neon, as you see.


Ubuntu's 19.04 release has no connection to KDE Applications, other than the fact that they currently have the same number ;)
Most distros have the latest Plasma et al somewhere, either by default, or in a special repo, or a more bleeding edge or testing release.
