My workaround for this is to set up IMWheel:

That ticket is marked fixed, but only for Wayland. Is there a different one for an X fix?

Same issue here, xinput refers my mouse is a `Microsoft Microsoft® 2.4GHz Transceiver v8.0 Mouse`.
Manually unplug and re-plug fixed that.
