AFAIK this is only visible when you hover over that part of a window, it remains visible to highlight the active window. Don't know if this can be changed, right now my System Settings keep crashing so I can't try variations.

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...

i kow it has to be able to be removed and or at least changed to better match the main theme's colors. like maybe making them the shade of purple used for the sliders. i love neon and plasma but that light blue has always looked outdated to me. sorry to hear about your system, hope you get it sorted soon.

looks like it was part of the breeze theme after all, for some reason it just took a few logoffs for it to completely go away.
