network unavailable after sleep

Hi!
Since the last update to KDE Neon 5.16 my laptop looses the network connection after sleep.
lspci | grep Network shows the network card but ifconfig doesn't show the network interface.
sudo systemctl restart network-manager re-enables the network interface and connection.

My laptop has a fingerprint reader but it is not activated after giving the sudo command.
Switching the laptop off with the shut-down button only logs out of the current session and immediately goes to the login screen.
A sudo reboot command is ignored and the terminal hangs at the command.

It looks like the current update creates root permission problems but I don't know how to continue from here to continue troubleshooting.

network settings -> and check the box AUTONEGOTIATION, or similar. Sorry i'm have polish version
