I am testing the neon-user-20191031-1116 in a VirtualBox , fully upgraded as of Nov 5, 2019 at 1:27PM.
While attempting to install the systemd ui to Settings I was blocked with the requirement that I remove neon-desktop and systemsettings.

kde-config-systemd is abandoned. The one you'd be trying to install came from ubuntu universe repo instead of neon's (meaning it's an old version and can break dependencies, which is the case here):
Code: Select all
$ apt policy kde-config-systemd
kde-config-systemd:
  Installed: (none)
  Candidate: 1.2.1-3ubuntu2
  Version table:
     1.2.1-3ubuntu2 500
        500 http://archive.ubuntu.com/ubuntu bionic/universe amd64 Packages

That software has been abandoned, barely receiving any update after its initial release. The author almost immediately went on to work on a standalone app, systemdgenie, but that has also barely received any update after its initial release. The author seems to be working on it about one day per year. Still that's more work than kde-config-systemd gets.

After so many time without maintenance, the KDE team finally decided to pull the plug on kde-config-systemd.

On a side note, there's also another comment in that reddit post showing an alternative installation method if you still want to try it (though it may break in the future anyway), and also a DEB link to systemdgenie if you want to try that instead (it's not in either ubuntu or neon repos).
