Where did the buttons go?

Some GTK apps have stopped displaying buttons. This is Inkscape, but I'm sure I've seen it in other GTK apps too:

This seems like it's either related to the Gtk theme or the icon theme used by the Gtk apps. In either case, that's configurable via System Settings > Application Style > Gnome Application Style (GTK).
