Could you please be a bit more specific about the exact Plasma version and distribution ou observe this problem with? There is more than one Plasma version out there, depending on the distributions.

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...

ok, distro - kde neon -unstable,
kde plasma version - 5.19.80,
kde frameworks version 5.71.0,
qt version 514.2,
kernel 5.3.0-53-generic
Several updates ran after my post here and still no fix.

OK after an update last hour settings are restored and all the modules load properly. Seems is was an update defect due to corrupted packages or some installation hang.

Right, just remember you are using "unstable", which means things can break on short notice. If you need a stable distribution maybe this flavor of Neon is not for you...
