A few bugs in KDE Neon

1. Since about version 5.18.4 my computer would sometimes fail to quickly shutdown or reboot (takes about 1 minute, instead of 2 seconds) I traced the problem to Discovery software center.

Discovery software center sometimes fails to properly terminate. The GUI would close, but the background "plasma-discover" process continues to run. If I terminate that process manually via System Monitor - the shutdown or reboot proceeds immediately.

2. System Settings panel visual glitch, that's there for a very long time now.

Steps to reproduce:

1. Open the System Settings
2. Let's say we click on Input Devices. Then we select Mouse.
3. We go back to main settings menu by clicking the back button.
4. We click on Display and Monitor (or any other setting with multiple selections)
5. We can see that there's an unnecessary highlight that stays.

While the theme I use is Adapta, this also happens with Breeze.

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...
