There wasn't a timetable for the last upgrade, which happened in August 2018, iirc
I don't see one mentioned anywhere.

KDE Neon delevolpers could make a debian based version as linux mint does with LMDE...ubuntu is taking bad moves, IMHO.

I actually agree with you there. LMDE is the only cinnamon version that runs smoothly on my desktop.
The latest Neon on top of a debian base, would be more than welcome.

There are lots of debian based distros that use KDE Plasma DE. I am unclear what you mean about "The latest Neon on top of a debian base". KDE neon is a project to showcase the Plasma desktop and KDE applications on a Ubuntu stable (lts) base that the developers were familiar with.

Some would argue that Neon on a Debian Stable base would be more stable than on top of an Ubuntu base. I was using LMDE as an example. Cinnamon appears to run smoother on Debian than it does on Ubuntu. There are Debian based KDE distros, but none as minimalistic as Neon.

I am however puzzled by this excerpt:
