My question is on the apt version for download of mysql and php. Why are they mysql5.7 php7.2? Distro watch has your mysql at 8 and most every LTS ubuntu > 18 is running php7.4 with mysql 8

For anything not related to Plasma and Qt, the packages are Ubuntu's. 18.04 Bionic currently, with 20.04 just around the corner.
Distrowatch is incorrect, at least until Neon's Focal version is released officially.

KDE Neon = Ubuntu 18.04, it is not "> 18" just yet
