After 20.04 update in Discover the settings tab:
I ve got only:
Snap
Firmware Updates
Flatpack

But In software-properties-qt other software tab I have this checked:
http://archive.neon.kde.org/user focal main
http://archive.neon.kde.org/user focal main (Source coded)

So I think Discover should display KDE repository entries in the settings.

Don't know if this helps but on my unstable edition 5.19.8 Discover shows another section labelled "KDE Neon Unstable Edition" with all the usual repos so you're right that it's missing and it will (at least) come back with updates. You can also look on bugzilla to see if there is a reported bug:

I see all my Neon/Ubuntu repos in Discover

I found the cause. It didn't like the tragtor repo in "/etc/apt/sources.list". Now Discover showing all entries after that line removal.
