File dialog randomly does not appear when it should

On my KDE neon system, a 'save as' file dialog frequently does not appear when it should. I experience this with a variety of applications, most often with the Vivaldi browser, but also when trying to download and save file from the Telegram desktop application. In the case of Vivaldi, I can work around the problem by not clicking "Save as..." but simply "Save" (to the default location), in which case the file is downloaded without problems.

I noticed that after this happens, any Dolphin windows that are currently open freeze, are non-responsive.

This really hinders my workflow. Any help would be appreciated.

(NB: I have a 5.7 kernel to make my Thunderbolt docking station work with my Lenovo Thinkpad laptop; the problem that I describe has occurred even with the standard kernel that ships with KDE neon.)
