Disk auto mounted / spinning up

first of all i'm sorry if this is the wrong section to ask, and also pardon for my poor english.

i have 2 disks as my internal, 1 SSD which has Neon in it, and 1 HDD with windows. each disks have their own boot partition, both are EFI.
then yesterday i'm having this problem where efi partition from neon disk went missing from BIOS, it happens because i clicked "Enable Legacy Boot", i just dissappeared i didn't know if that's doing anyhthing. so i had to boot into Live neon cd, and then use this tool called 'ubuntu boot repair' , while it does fix my problem but it roused another problem.
now i have this problem where windows's disk is always spinning up during boot time, i believe this isn't the default neon behaviour. because i know it, everytime i booted up my neon i don't hear the disk spinning up, but when i mount any parititon it'll start to spin, and will spin down again if i unmount every partition that was mounted.

what i tried but doesn't work well :

- executing the command "hdparm -Y /dev/sdb" will only make udiskd mount the disk again. it works only for a couple minutes.
- create a script that executes "hdparm -Y /dev/sdb" during boot time, it works only during display manager session, when i enter my password and enter plasma desktop, the disk starts spinning up again.
- adding the advanced power management to the disk (hdparm -B 127 -S 6 /dev/sdb), but still doesn't quiet matched like how neon used to, and also sometimes it doesn't spin down at all.
- creating systemd unit service, doesn't work well, disk gets mounted again after sometime.
- masking udisks2 process completely disables the feature to mount the disk therefore not an option.

what i wanted :
- windows drive stays in sleep mode until i mount any partition from that disk, if i unmount all the partition, it'll enter sleep mode again (i believe this is neon's default settings).
- reset grub, udisks2 settings back to neon's default.

what i think :
- ubuntu boot repair definitely changed something but i don't know where to start debugging it.

any help would be much appreciated
