Window manager

Hello.
I installed KDE neon 5.21 with KDE Plasma version 5.21.3. I have a problem adjusting the position and size of the program windows.
In Linux Mint I can do this in the window manager. http://wolfgang-bauer.at/bilder/fenster.png
This precise setting option is missing in KDE neon.

Am I missing something, am I doing it wrong?

It has moved a little, and will look a bit different.

Two ways to get to it:

1- right click on title bar >> more actions >> Configure Special Window Settings (or Configure Special Application Settings).

2 - System Settings >> Workspace >> Window Management >> Window Rules.

In either case, you can use the 'detect window properties' or 'add property' to modify individual settings.

I did just that several times. It doesn't do anything.
The next time the program is opened, the window is full screen again.
