Block users from using wifi.

I'm new to KDE Neon, and Linux.

When I was using Ubuntu non sudo users was prompted to type the admin password to connect to new networks. Neon asks the password only for changing settings like IP address, DNS etc.

Is there a way to set Wi-Fi to ask for the SU password before asking for the Wi-Fi password? Or a way to turn off the Wi-Fi radio and ask for the SU password to turn it back on?
