Boot-up problem after offline update.

Hi everybody,

Using Neon 5.21.5 I am running the offline update when new packages are available. In case of a system update a reboot is required. During the reboot, the packages get installed on the system and another reboot is started. The second reboot however, always ends up in the grub menu. I can continue from but I can't imagine that his is the way it's meant to be.
Any suggestions, what might be going wrong?

That is the correct process.
It boots into a special minimal mode, install software, then reboots into a normal mode.
