Battery level does not change when charging

Hello, I am not 100% sure if this is the correct forum for my issue, but since I am using KDE neon 5.22 I hope someone has a solution.

I am experiencing an urgent battery charging issue - no matter how long I charge it, my battery charge does not increase, but stays at a constant level.

For example, when my battery was at 72%, I plugged in the charger overnight but it was still 72% in the morning. Then, I unplugged the charger and the battery began to lose its charge, down to 68%. When I re-plugged the charger back in, it again froze at the level it was on, 68%, and the charge level did not increase (or decrease).

It is quite odd because my battery health is 100% and the battery icon reads 'charging', and there seems to be no other detectable issues. The 'time to full' reads 1:07 hours but that value has also not decreased with me charging it over the past couple hours.

Of course, my charger/laptop does not appear to be broken and they are both quite new. Even if they were broken, that would not explain why it charges until at a certain rate (that is, why the battery level does not decrease when I have it plugged in) which leads me to think it is some system issue.

Additionally, I have looked at a solution which calls for the reassignment of the battery capacity, but it seems to be limited to the Thinkpad (my current computer is a Dell)..

=> Hard Reset the Windows 10 device
A soft reset is where you use the Reset This PC option to reset your Windows 10. But we are not resetting Windows 10 OS here. We are resetting the device that is running the operating system. It is called a hard reset.

To hard reset the Windows 10 device-

>> Unplug the charger
>> Turn off the laptop
>> Open the backside of the machine and remove its battery
>> While keeping the battery away from the machine, press and hold down the device’s power key for at least 30 seconds to discharge its capacitors completely
>> Put the battery back into the slot where it goes
>> Turn on the device
>> Plug in the charger
See if the above steps helped. If it is still showing charging but the battery percentage not increasing, you may want to check the next method.5

=> Uninstall the battery device driver and reinstall
It could be a case of a faulty or damaged device driver. A reinstall might fix it.

>> Unplug the charger
>> Open Device Manager from the WinX Menu
>> Expand all the entries in the Device Manager
>> Expand Battery
>> Click Uninstall for all the Adapter or Battery entries you see there
>> Your computer will ask for confirmation, and you just press Enter key
>> Once the device driver for the battery is removed, restart your computer
>> On restart, come here again, right-click on Battery and select Scan for Hardware Changes
>> Your computer will automatically search for the battery device driver and install it.
>> Plug in the charger and see if the problem is fixed.
