I've got a laptop with Neon installed, when I plug in an external display, all of the existing windows get moved over to that monitor, and all new windows show on that monitor. However after the first time I connected, I ensured that the built-in Laptop monitor was set to Primary (I believe I did need to check that box and hit Apply), but it still opens on the (current settings) non-Primary monitor.
